Western Africa: Formulation mission for the West Africa Competitiveness Programme

I.  Qualifications and Experience requested for the Position 

Expert I -Team leader, Expert in regional, integration, trade and competitiveness (Cat I, 29 working days)
Education, and duration of equivalent experience
• Advanced degree (M.Sc., M.A, Ph.D. or equivalent) in economics, industrial economics, international trade, finance, management, public sector, private sector development and competitiveness related disciplines or equivalent professional experience. First university degree with significant years of experience (minimum 15 years) in relevant sectors may be considered instead of the advanced degree.
Experience
• Minimum 12 years of international experience in the field of international trade, regional integration, private sector development and competitiveness
• Experience in formulation and identification of private sector and competitiveness support programmes financed or implemented by international donors and organizations demonstrated by having been team leader in at least 3 similar assignments
• Knowledge of competitiveness, trade, Economic Partnership Agreement (EPA)/PAPED and regional integration issues and of the support to the private sector in Sub-Saharan Africa
• Good knowledge of private sector development support policies and instruments (e.g. business environment, quality / SPS standards, value-chain development, support to micro, small and medium-sized enterprises, clusters, support to innovation, regional agencies & intermediate organisations to support private sector) demonstrated by having been team member in more than 5 assignments covering one or more domains of the mentioned domains
• Excellent co-ordination, negotiation and mediation skills demonstrated by having lead more than 3 assignments as team leader.
Language skills
• The expert is required to have a very good command of French and English both written and oral.
? Knowledge of Portuguese is an asset.

Expert II - Expert in regional, integration, trade and competitiveness (Cat II, 26 working days)
Education, and duration of equivalent experience
• Advanced degree (M.Sc., M.A, Ph.D. or equivalent) in economics, industrial economics, international trade, finance, management, public sector, private sector development and competitiveness related disciplines or equivalent professional experience. First university degree with significant years of experience (minimum 10 years) in relevant sectors may be considered instead of the advanced degree.
Experience
• Minimum 6 years of international experience in the field of international trade, regional integration, private sector development and competitiveness
• Experience in formulation and identification of private sector and competitiveness support programmes financed or implemented by international donors and organizations demonstrated by having been team member in at least 3 similar assignments
• Knowledge of competitiveness, trade, Economic Partnership Agreement (EPA) and regional integration issues and of the support to the private sector in Sub-Saharan Africa

II.  Description of the Assignment

Global objective
The overall objective of this mission is to finalise the formulation of the support that the EU will bring to strengthen the competitiveness of economies, foreseen in the RIP for the 11th EDF for West Africa. Focused on private sector competitiveness, production capacity, processing, intra regional trade and export of the region, the program will support the development of key values chains at regional and national levels, i.e. targeted priority sectors by the industrial strategy of ECOWAS, or linked to the national strategies defined by PAPED.

Specific objectives
The specific objective is to finalise the action document and draft financing agreements for the regional component and for the national components of the West Africa Competitiveness Programme. The national components relate to the 8 countries included in the initial phase (Cape Verde, Côte d'Ivoire, Ghana, Niger, Nigeria, Senegal, Sierra Leone, Togo). This includes:
• Validate with stakeholders the priority sectors identified by the first selected countries as part of the industrial strategy of ECOWAS and / or PAPED
• Validate the areas of support to competitiveness selected at regional and national levels in the context of the revised industrial policy and private sector support strategy
• Complete the formulation of the program including selection of implementation modalities and implementing partners at the regional level and at country level
• Validate the articulation and complementarity between regional and national levels, through the organisation of a regional workshop.

Requested Services
One senior consultant/Team Leader (Category I) and four experts (category II) will be hired, under this framework contract to conduct the following activities:
• Review of the current identification action documents and of the requests from the Quality
Support Group as expressed in the check-list.
•? Production of an Inception Plan, including planning of 2 regional (Missions to ECOWAS and UEMOA) and 8 national formulation missions. Each expert will cover two countries missions. In cooperation with the team leader the experts will be responsible for directly contacting the EU Delegations (list of contacts), ONAO and implementing partners and to prepare the schedule of the mission. The team leader will be responsible for the planning of the missions to ECOWAS and UEMOA Commissions for the regional component of the programme. The Inception Plan will be discussed and approved at the end of the inception phase through a video conference possibly hosted in DEVCO HQ premises, involving the team leader, EU Delegation in Abuja, ECOWAS Commission, EU Delegations in the countries concerned and representatives of the NAOs. .
• Performance of 8 country missions and 1 regional mission. The country missions will include a briefing and debriefing meeting with the EU Delegation and meetings with the Office of the National Authorizing Officer (ONAO), implementing partners and the key stakeholders with the objective of:
o Reviewing and refining the action documents at regional and country level in order to implement the changes requested by QSG 1 (as mentioned in point 1.7 Current status)
o Produce all the documentation required for the approval at QSG2 and for the approval of the underlining financing agreements (at regional and national levels) including detailed budget, definition of implementation modalities and logical framework).
• Preparation of a mission report, including a narrative and financial report concerning the missions.
• Preparation and management of a regional 2 day workshop for the finalisation of the completed action documents and required outputs.

Required outputs
Inception and mission planning report to be presented during the Inception Phase debrief.

Draft documentation to be summited at the Workshop EU Delegation, ECOWAS Commission and Implementing Partners:

PowerPoint presentations for the regional and national components including the main- findings, intervention logic, selection of value chains and all the relevant aspects of the action documents.
• Action documents for the programme in accordance with requirements for QSG
(including intervention logic, implementing modalities, completed log frames, budget and point 5. of the action document completed)
• Detailed budget for the regional and national projects
• Financing agreement for the regional competitiveness programme component
• Financing agreements for the national competitiveness programme component for the following countries: Cape Verde, Côte d'Ivoire, Ghana, Niger, Nigeria, Senegal, Sierra Leone and Togo.

A final report to be prepared by the team leader with all above mentioned documents revised after the regional workshop, and also including a description of all the contacts made during the mission and the activities performed and issues faced during the mission, key learnings and recommendations. The report will also include a narrative section including a list of all the contacts of the mission a financial section with the detail of the fees, travel cost and incidentals.

Language of the Specific Contract
The languages of the assignment are English and French.
