The services of two category I experts for 73 working days each will be required for this evaluation.
Profile Per Expert Both experts should have: • At least twelve years general professional experience working in the area of skills development and human resource development/ economic development in particular in the TVET sector; • A relevant University degree at least at Master's level or equivalent specific professional experience of at least thirteen years (in addition to the general professional experience required above) working in the TVET sector; • A detailed understanding of issues related to skills development and TVET, preferably in Asia; • Well-versed in project evaluation methods and techniques; • Experience of working in Asia, preferable South Asia; • Excellent command of English.
Special expertise required At least one of the experts should: • Have a minimum of 8 years' experience in the design, management and monitoring and evaluation of TVET projects. • Be fully conversant with the principles and working methods of project cycle management and EU aid delivery methods; • Have experience of working at policy level in TVET sector with Government; • Have experience in working with the competency based training (CBT) approach • Have solid knowledge of and practical experience with gender issues and analysis;
Both experts should: • Be sensitive to issues related to local culture and gender; • Have excellent report writing skills, good communication skills, adaptability and social awareness.

2.1 Global Objective The global objective of the assignment is to conduct a final evaluation of the project "Supporting TVET Sector in Pakistan".
2.2 Specific Objective The specific objective of the final evaluation will be to assess project implementation in terms of relevance, efficiency, effectiveness, impact to-date, and sustainability of the activities that have been undertaken. The final evaluation, which is foreseen in the Technical and Administrative Provisions of the project’s Financing Agreement, will provide the decision-makers in the Government of Pakistan, the EU and other key stakeholders with an independent assessment of i) the overall performance of the project, paying particular attention to the impact of the project actions against its objectives, and ii) the sustainability/ phasing out strategy of the project and its effectiveness and feasibility. The evaluation will also identify key lessons and propose practical recommendations for follow-up and replication actions.
2.3 Requested Services To conduct the evaluation, a team of two experts from category I is required. The team will refer to the EC Evaluation Guidelines7 as well as to the EC Programme Cycle Management Guidelines and Result Oriented Monitoring (ROM) Mission reports. The team will take account of EC formats, rules and procedures (see the Practical Guide to Contract Procedures for EC External Actions). The consultants are required to use their professional judgement and experience to evaluate all relevant factors and to bring these to the attention of the Government and the European Union.
The evaluation will: i) Assess the progress made so far across project components towards the goals of complementing the efforts of the Government and other partners with regard to implementation of the NSS and reform of the TVET system. In particular, the assessment will evaluate the effectiveness, efficiency, sustainability and impact of project activities; ii) Evaluate the appropriateness of the vision, strategies and resources (human and financial) used, taking the findings of the ROM reports as a basis; iii) Review the overall LFA and the specific LFAs of each of the seven contracts and actively assist in the revision of these LFAs if required; iv) Assess the development and process of integration and how far the project has established linkages with other TVET interventions in Pakistan; v) Assess the relationship between the relevant stakeholders in view of complementing each other's efforts for the implementation of the NSS; vi) Assess the development of gender awareness and equity within the project; vii) Recommend amendments, where appropriate, to future replications / projects especially with regards expected results, activities, logical framework analyses, work plans and/ or reporting formats. This also includes making recommendations on sustainability issues; viii) Assess the steps taken towards achieving sustainability after project completion for each of the seven contracts; ix) Verify, analyse and assess the integration and impact of cross cutting issues in the project.
2.4 Required Outputs The outputs of the final evaluation mission are: i) Final workplan of the fieldwork ; ii) Evaluation reports of all the 7 contracts evaluated.
