Environmental Expert, Category I, 50 working days
Qualifications and skills:
• At least Master’s degree in environmental sciences preferably in green growth, sustainable development or green economy. In the absence of a university degree, the expert will have an equivalent professional experience of minimum 17 years in the relevant fields;
• Good command of spoken and written English.
General Professional Experience:
• Minimum 12 years of experience in the sector(s) related to the lot.
Specific Professional Experience:
• Experience in preparation of Terms of Reference document for at least one project;
• At least 1 project experience in the field of climate change;
• Experience in low carbon development planning processes such as cleaner production technologies, climate-friendly technology production and/or green economy, etc.;
• Experience in United Nations Framework Convention on Climate Change (UNFCCC) will be an asset.
Language of the Specific Contract
Language of the contract is English.

Global objective
The global objective is to provide an analytical basis with the purpose of realization of green growth in long-term; within this scope related to building, transportation, waste and agriculture sectors to make GHGs emission modeling and prioritizing the action area.
Specific objective
The specific objective of this assignment is the preparation of Terms of Reference for the component “Technical Assistance for Developed Analytical Basis for Formulating Strategies and Actions towards Green Growth” of the “Capacity Building in the Field of Climate Change in Turkey” Project.
Requested services
• Organization of a Kick-off meeting at the start of the assignment with the participation of the expert, representatives from the beneficiary institution, Central Finance and Contracts Unit (CFCU) and European Delegation to Turkey (EUD). In this meeting, the expert in charge will summarise the methodology to be carried out briefly whereas the Beneficiary will share the current status of the on-going policies applied by Turkey on climate change. Upon request, the beneficiary will share all the background documentation necessary and/or beneficial in this assignment. In this meeting the Contractor shall ensure the provision of simultaneous interpretation services. The minutes of the meeting will be kept by the Contractor and will be shared with the stakeholders in order to get their comments/ recommendations within 2 days following the meeting.
• Facilitation of a consultative process with all the primary stakeholders to ensure that the ToR reflects the requirements of the Project Fiche and the current needs of the Beneficiary.
• Preparation of Terms of Reference in line with the applicable “Procurement and Grants for European Union external actions: A Practical Guide” (PRAG) for Result 1 “Developed analytical basis for formulating strategies and actions towards green growth”of the “Capacity Building in the Field of Climate Change in Turkey Project” by considering the project fiche and reviewing all background documents to ensure that the ToR to be drafted includes the necessary references and has appropriate expert profiles.
• Preparation of the Estimated Budget (budget breakdown) in compliance with the Terms of Reference.
The initial version of the Terms of Reference and Estimated Budget are expected to be submitted in an electronic way to the MoEU, EUD and the CFCU indicatively within 2 months after the start of implementation. The three parties will provide their comments on this initial version within 21 calendar days which will be consolidated and sent by the CFCU to the Contractor. If deemed necessary, a meeting can be organized at the premises of the Beneficiary in order to discuss the comments and facilitate the revision process. The revised version will be submitted within 21 calendar days by taking the initial comments into consideration. The three parties will review the revised version and may give further comments within 7 calendar days. The Contractor will have 7 calendar days to adapt further comments on the documents.
Required outputs
In accordance with the requirements identified in Section 2.3, the Contractor shall provide the following:
• Terms of Reference for Result 1 “Developed analytical basis for formulating strategies and actions towards green growth” of the “Capacity Building in the Field of Climate Change in Turkey Project”
• Detailed Estimated Budget (budget breakdown-elaboration of the indicative budget)
