I.  Qualifications and Experience requested for the Position 

Expert 1 – Senior Environmental Economist / Team Leader (Cat I, 80 working days)
Qualifications and skills
• At least Master Degree in economic, environmental sciences, ecology or related discipline. In the absence of a Master's Degree equivalent professional experience above General Professional Experience requirements below will be considered.
• Knowledge of language of ASEAN countries would be considered an advantage.
General professional experience
• At least 12 years of experience within the scope of Lot 6 of FWC BENEF 2013
Other skills
Knowledge in undertaking environment economic analysis and environment impact assessment in the context of climate change and natural resources management i.e. cost benefit ratio and/or economic valuation. 2 (two) assignments related to the abovementioned is the minimum.
• Knowledge on waste to energy and others renewable energy sector in the context of urban/regional development. 1 (one) assignment related to the abovementioned is the minimum.
• Familiarity with sustainable and eco-friendly income generating activities and / or experience with projects on environment and climate change impacts with focus on productive sector in the context of urban management is required at urban level is an advantage. 1 (one) assignment related to the abovementioned is the minimum.
• Good understanding of EU-ASEAN relations and EU development cooperation rules and procedures.

Expert 2 – Climate Change Specialist / Natural Resources Management Expert (Cat I, 80 working days)
• Graduated in environmental science, environmental management, ecology, geography or related discipline. Master's Degree as a minimum. In the absence of a Master's Degree equivalent professional experience above General Professional Experience requirements below will be considered
• Knowledge of language of ASEAN countries would be considered an advantage.
General professional experience
• At least 12 years of experience within the scope of Lot 6 of FWC BENEF 2013
Other skills
• Demonstrated knowledge of natural resource management, environmental governance, climate change adaption and mitigation; including a good understanding of integrating this expertise in multi-sectoral projects/programs and/or programmatic operations. 2 (two) assignments related to the abovementioned is the minimum.
• In-depth knowledge of governance issues in climate change and natural resource management in key ASEAN countries relevant to the assignment. 2 (two) assignments related to the abovementioned is the minimum.
• Demonstrated practical experience on Aichi biodiversity target and ability to link it with urban/city biodiversity framework and /or knowledge on the application of the economics of ecosystem and biodiversity (TEEB). 2 (two) assignments related to the abovementioned is the minimum.
• Proven exposure towards the ASEAN Climate Change Initiative (ACCI) is an advantage;
• Good understanding of EU-ASEAN relations and EU development cooperation rules and procedures

Expert 3 –Resilience Specialist / Disaster Risk Reduction Expert (Cat II, 80 working days)
• Graduated on urban and regional planning, geography, geodetic or civil engineering. Master's Degree as a minimum. In the absence of a Master's Degree equivalent professional experience above General Professional Experience requirements below will be considered
• Knowledge of language of ASEAN countries would be considered an advantage.
General professional experience
• At least 6 years of experience within the scope of Lot 6 of FWC BENEF 2013
Other skills
• Demonstrated knowledge of resilience and disaster risk management at urban and regional level; including a good understanding of climate change adaptation, disaster preparedness and response aspects and experience integrating this expertise in multi-sectoral projects/programs and/or programmatic operations. 2 (two) assignments related to the abovementioned is the minimum.
• Good understanding of ASEAN regional cooperation on disaster management, including understanding on ASEAN Agreement on Disaster Management and Emergency Response (AADMER) is an advantage.1 (one) assignment related to the abovementioned is the minimum.
• Familiarity with EU mechanisms particularly with disaster management purposes such as EU Civil Protection Mechanism (EUCPM). 1 (one) assignment related to the above mentioned is the minimum.
• Experience working in an organization dealing with disaster management, with demonstrated track record of results on the ground. 2 (two) assignments related to the above mentioned is the minimum.
• Good understanding of EU-ASEAN relations and EU development cooperation rules and procedures.

II.  Description of the Assignment

Global objective
To support the development of Action Document for EU-ASEAN action namely Low Carbon, Environmentally Sustainable and Climate Resilient ASEAN Cities (Indicative Amount: EUR 20 million).

Specific objectives
To provide support to the EU Delegation in the identification and formulation of the abovementioned project through projects Identification and formulation.

Requested Services
Activities under this assignment fall under the scope of Focal Sector 2 of the EU-ASEAN 2014-2020 Programming Calendar which addresses Climate Change mitigation through Low Carbon and Environmentally Sustainable ASEAN Cities.

The assignment will produce a set of programming documents that would allow the EU Delegation and the ASEAN Secretariat to gain clear, concise, concrete and workable insights and agree to areas of cooperation on Environmentally Sustainable and Climate Resilient ASEAN Cities within the context of regional integration.

The assignment is divided into two phases:
Phase 1) Identification of intervention areas and work scoping; this will entail production of the Initial Action Document (with requested Annexes). This first phase comprises policy strategic analysis, rational of EU support and modality options.

Phase 2) Formulation of the action and design of project; this will entail production of the full Action Documents (with requested Annexes) that entails the selected modalities, budget and indicative activities to be table out at the QSG-2.

Description of Action:
During the first phase the Initial Action Document (IAD) will first need to be produced. This will then be submitted to the EU Delegation which will review in consultation with EU headquarters and the ASEAN Member States through the ASEAN Secretariat in Jakarta under Joint Planning and Development Team (JPDT-1) meeting. Subject to positive review from both parties the IAD will be transmitted to the Quality Support Group in EU Headquarters (QSG1). Upon favourable review of the IAD by the QSG-1 and approval from DEVCO Director the full Action Document will be produced by the consulting team. This will be submitted to the EU Delegation which will again review them in consultation with EU Headquarters and the ASEAN Secretariat under Joint Planning and Development Team (JPDT-2) meeting and then subject to positive review will be transmitted again to the Quality Support Group (QSG2) in DEVCO, Brussels.

The mission will need to plan, organise and budget a Joint Planning and Development Team (JPDT-1 and JPDT-2) workshops of two days in the selected AMS Countries (to be determined) where EU and ASEAN will discuss and agree to projects design and modality of the cooperation on the components of the EU Support to ASEAN on Low Carbon and Environmentally Sustainable ASEAN Cities.

Required outputs
The requested outputs will need to address the overarching rationale for EU support on Environmentally Sustainable and Climate Resilient ASEAN Cities and will need to be focused on several key interventions under the project that include but not limited to:

Strengthen and improve ASEAN initiative on ESC through development of baseline on environmental quality using three indicators, urban area inventory, providing guideline for an implementation of ESC, and implementation of ASEAN’s ESC.
Promote low carbon urban development as a contribution to combat climate change including energy efficiency, waste to energy generation, and initiate better public transport. Increase resilience capacities to climate change of ASEAN Cities through better integration of climate change adaptation in sustainable urban development agenda.

Develop a financing mechanism to provide better access to funding for an implementation of high capital requirement infrastructure (link with Asia Investment Facility).

Reference to previous studies commissioned by the EU will be used as key reference for the development of the Action Document:

(1) Environmental and Economic Benefits of a Strengthened EU-ASEAN Cooperation;
(2) Study on ASEAN Climate Change Initiative (ACCI) and ASEAN Agreement on Disaster
Management and Emergency Response (AADMER) and;
(3) Study on pre-identification document on Low Carbon and Environmentally Sustainable
ASEAN Cities and these there key documents will be shared to the consultants upon mobilization.
